Solid Waste Management District?
Welcome to the Solid Waste Management District.
The Solid Waste Management District (District)
is a County organization, established by State
law, responsible for ensuring that the County achieves
State mandated goals for recycling and waste reduction.
The District achieves these goals through the implementation
of waste reduction
programs targeted to residents, communities,
businesses,
and schools.
The primary responsibility
of the District is to prepare and implement a solid
waste management plan that ensures
residents have access to adequate disposal capacity
and that complies with state-mandated recycling
goals.

The Hamilton County Solid Waste District provides
ethical environmental leadership to equitably promote
the public good through innovative and responsible
strategies leading to the management of all waste
as a resource that leads to a society that generates
zero waste.

State-Mandated
Recycling Goals
Ohio’s solid waste management districts
are required to meet state-mandated goals. The
goals include a 25 percent recycling rate for the
residential and commercial sector and a 50 percent
recycling rate for the industrial sector. As of
2006, the District’s residential and commercial
recycling rate is 36 percent; the industrial recycling
rate is 46 percent.

Solid
Waste Management Plan
The District is required to develop a 15-year
solid waste management plan in order to determine
the solid waste management needs of the County
and to provide an agenda for implementing programs
to meet those needs. The current plan covers a
planning period from 2006 through 2021. As required
by State law, the plan will undergo a complete

Funding
Structure
The District collects fees on every ton of waste
deposited at in-District landfills. The District
receives $1/ton for in-County waste, $2/ton for
out-of-County waste, and $1/ton for out-of-State
waste. These amounts are set by State law. In order
to fund its programs, the District has, since its
inception, imposed the lowest fees allowable under
State law. The average household pays approximately
$1.00 to fund District programs each year.
