Solid Waste Management Plan Update

One of the primary functions of the Hamilton County Recycling and Solid Waste District (District) is writing and implementing a 15-Year Solid Waste Management Plan. The District’s Policy Committee oversees the writing of the Plan, which is updated every five years. Since 2015, the District has been updating the Solid Waste Management Plan (Plan) and it is now available for review. The Plan must include the following elements:

  • Demonstrate at least 15 years of solid waste disposal capacity
  • Demonstrate that the District will achieve a 25% waste reduction/recycling rate for the residential/commercial sector
  • Demonstrate that the District will achieve a 66% waste reduction/recycling rate for the industrial sector
  • Develop outreach, marketing, and technical assistance for recycling, composting, and waste reduction
  • Develop strategies for managing scrap tires, yard trimmings, lead-acid batteries, household hazardous waste, and electronics
  • Examine incorporating economic incentives to increase waste reduction and recycling
  • Outline the funding mechanism and budget

What is the ratification process?

Ratification is the process the Policy Committee must follow to allow interested parties the opportunity to review and vote on the Plan. The basic steps in the ratification process are:

  1. Public Notice of comment period.
  2. Public Hearing.
  3. Modification, if necessary, of draft Plan based on public comments.
  4. Adoption by the Policy Committee.
  5. Approval by the Board of County Commissioners and by legislative authorities of municipal corporations and townships.

When is the public comment period?

The public comment period is a 30-day period for interested parties to submit comments regarding the draft Plan to the Policy Committee. The public comment period begins October 17, 2016, and concludes on November 15, 2016. Written comments can be submitted to the District at the following address:

When is the public hearing?

The public hearing will be held November 17, 2016, at 1:00 p.m. at the Hamilton County Department of Environmental Services – Recycling and Solid Waste District located at 250 William Howard Taft Road, 1st Floor, Cincinnati, OH 45219.

When is the Plan officially approved?

The District anticipates an approved Solid Waste Management Plan by late summer 2017. The programs outlined in the Plan will go into effect beginning January 1, 2018.
