MANAGER'S MEMORANDUM

 I.      Introduction/Opening Comments 

NOTICE: This memo is for the meeting to be held on July 17, 2008. The meeting will begin at 9:30 am at Hamilton County Environmental Services located at 250 William Howard Taft, Cincinnati, Ohio 45219.

II.     Clerk's Report/Additions to the Agenda

         A.     Approval of Minutes – Minutes from the May 15, 2008 Policy Committee meeting are included as Attachment A.

III.     District Revenue Updates/Analysis          

Updates will be provided on current revenue receipts and comparisons with prior years, as included in Attachment B.

IV.     Policy Items 

A.             2008 Budget Process

Staff is beginning the process of putting together the District’s 2009 Budget and welcomes any thoughts Policy Committee members have for 2009 budget priorities.   

In mid-August, the Policy Committee will receive a budget packet outlining the 2009 budget. The budget will be placed on the agenda for discussion and approval at the September 18th Policy Committee meeting.  

B.              Priority for District Carryover Balance

As of January 1, 2009, the District’s carryover balance is predicted to be $2.8 million, which is approximately $800,000 above the Policy Committee’s decision to maintain eight months operating costs in the carryover.  The Committee requested that Staff develop a list of program options for the excess carryover balance.  Attachment C includes a brief list of potential projects which may merit funding through the spending of carry-over dollars.   

It is important to note that the District will begin the process of updating the Solid Waste Management Plan in 2009.  As such, the District will initiate a contract with a consulting firm to assist with the plan update.  This cost is predicted to be $100,000.  The District will be expending, at a minimum, $78,000 from the carryover balance to partially fund the RecycleBank program in the City of Montgomery and $40,000 to fund the litter collection program.  Any discussion and/or decisions on the use of the carryover balance should take the plan update, Recycle Bank, and litter collection costs into consideration. 

C.             Hamilton County Public Health Report on Odor Complaints

Hamilton County Public Health will provide an update on the new odor complaint hotline.  Attachment D is a summary of the hotline. 

V.     Information/Discussion Items 

A.             District Performance Measures

As a result of the Strategic Planning Session, on a quarterly basis, Staff will report the results of the District’s performance measures.  Attachment E provides an outline for the first quarter. 

B.              Annual District Report

The District’s annual report for the year 2007 was submitted to Ohio EPA on May 22, 2008.  A copy of the report is included as Attachment F. 

C.             Solid Waste District in the News

Included as Attachment G is a spreadsheet outlining media coverage received about District programs and recycling. 

D.             Foodwaste Diversion Committee

Staff will provide an update on the foodwaste diversion committee. 

E.              Emerald Ash Borer Update

An outcome of the emerald ash borer taskforce was the development of a program to mill ash trees for use in Cincinnati Public Schools’ new buildings.  Cincinnati Park Board has a contract with a portable sawmill operator who will mill ash trees.  Once milled, the material will be transported to a kiln in Indiana for drying and finishing.  Staff is working with Cincinnati Park Board to find more ash trees, as Cincinnati Public Schools needs more material than can be supplied by Cincinnati Park Board.
